Step 1: to find that killer idea you can:

A) check if your competitors have any good "linkable assets" and create something even better than they have;

B) research your niche and find out what kind of content tends to get a lot of backlinks.

Step 2: to create a list of people who might link to your "linkable asset", just find and note everyone who is already linking to the "linkable assets" that you have discovered in Step 1.

How can Ahrefs toolset help you at this point? Just put the website of your competitor into Site Explorer (https://ahrefs.com/site-explorer) and go to the Top Pages report.

This way you’ll actually get both: the idea of a cool “linkable asset” that attracted tons of backlinks and the full list of websites that have linked to it.
