The WordPress website builder (.com) is a good, all in one solution for non technical people or anyone who wants an easy to use website without all the technical issues. You can get a domain name, hosting, CMS and basic themes with your account.

The WordPress content management system (.org) is a piece of software you download and install on your own hosting account. With the the CMS installed, you can install themes, plugins and set any back end settings you want.

The key difference is the control you have over your website. The .com version makes creating a beautiful website easy. The .org requires more work, but you have full control over your website. The price points are also something to be aware of. To have the same control over your WordPress account as you would if you had a shared hosting account you would need to upgrade to their expensive business plan.
