Summary of this Tutorial:

Start by installing and activating the Code Freeze plugin.

There are no settings to configure for this plugin.

Once activated there will be a message at the top of the page in the admin area.

This means your site is in read only so you cannot add/remove/edit install, activate or update plugins.

When you are finished needing the site in read only state you can disable and uninstall the plugin to edit your site again.
